Hi, I'm not staff, but I can hopefully answer some of your questions:
  1. Yes, ShoutWiki uses MediaWiki version 1.24.1!
  2. As detailed in ShoutWiki's FAQ, you are in fact able to remove the ads on a wiki, but it will require a small cost (as the ads actually provide the revenue that helps host the site).
  3. ShoutWiki has a large Customer Support Team that can be contacted via Special:Contact or the IRC channel. Alternatively, there are also a number of technical staff who can be contacted in the same ways.
  4. Unfortunately you cannot request new user groups at the moment.
  5. ShoutWiki doesn't use any form of Chat or WebChat extensions, so you'd have to use IRC if anything.
  6. If vandalism ever gets to a terrible amount, RevisionDelete can be used by staff members who have the feature.
  7. Gadgets are not a feature currently available.
  8. You can submit a bug report on ShoutWiki's Bugzilla, though it does require you to have an account before doing so.
  9. CheckUser is only given to staff, due to the high risk of potential abuse. Regardless of whether you're trustworthy or not, only staff will ever have this privelige. Of course, they can use it for you to confirm sockpuppets and whatnot.
  10. It is not possible to rename accounts as it's just much too hard and a whole lot of complicated technical stuff that is just too touchy to even begin. Generally, choose the best name to begin with and you shan't have any problems!
